Russian Prime Minister Vladimir Putin has sealed oil exploration rights in Venezuela’s Orinoco river belt during a visit to President Hugo Chavez in Caracas.The leaders also agreed deals which commit Russia to helping Venezuela build a nuclear power plant and space industry.But Mr Chavez was keen to state that “we are not building an alliance against the United States”.
